Angola’s Minister of Energy and Water, João Baptista Borges, announced at the conclusion of the 15th International Infrastructure Investment and Construction Forum (IIICF) in Macau, China, that the country is advancing in electricity provision, with an increased focus on renewable energy sources, though significant challenges remain.
Speaking at the forum, which centered on “Green Innovation – Digital Connectivity,” Minister Borges delivered remarks on the Energy Transition, stressing the importance of new energy sources, strategies, and objectives to enhance the development of high-quality productive capabilities.
Borges pointed out that Angola views climate change as one of the most pressing global challenges, with direct impacts on the economic and social lives of nations. He mentioned that Angola has adopted the National Climate Change Strategy 2021-2035 to meet the objectives of the Paris Agreement and align with international sustainable development goals, such as the Africa Agenda 2063 and the UN’s Sustainable Development Goals.
The minister reaffirmed Angola’s dedication to lowering carbon emissions in electricity generation by 2025 and highlighted additional efforts in sustainable forest management, transportation, and agriculture. He also referred to climate projects aimed at strengthening community resilience and protecting economic and social investments. Presently, 64% of Angola’s energy mix comes from clean sources.
The Energy Sector Action Plan for 2023-2027, which aligns with the Agenda 2050, aims to boost renewable energy sources to 72% by 2027, with a particular focus on solar power, while increasing the electrification rate to 50%. This initiative will require an estimated $12 billion in investment, with a critical role for private sector and financial institution involvement.
The minister also emphasized the completion of key projects, including solar power plants in Biópio, Luena, Baía Farta, and Saurimo, which are scheduled to be operational by 2024, alongside others in advanced stages of development. He stressed the value of cooperation with China, which is leading the Global Energy Transition through investments in solar power and electromobility, potentially benefiting Angola through investment and funding opportunities.
The event saw the participation of Angolan officials, including the Consul General of Angola in Macau and other senior members of the Ministry of Energy and Water.
